Which of the following most accurately describes the problem?

the new St. Andrew's Square bus station in Edinburgh was challenged by Scottish Omnibuses, Ltd., in the Valuation Appeal Court last week. The company proposed a valuation of £1,000. Mr. James Amos, chairman of the company, said that the removal of buses to • the station from the former street stands had added an amount to operating costs which the concern could not recoup. ,

No extra profit would result from the change, he said. In making the move, the company had sought to meet the comfort of the public, and the wishes of the police and ,„the local authority by taking traffic off the streets. The concern did not regret building the station, but if they had known that the valuation was going to be so high thy would not have considered it.

A chartered surveyor agreed that the contractor's principle of assessment could not apply to a bus station. The essential, aspect of the principle was that the person responsible for the erection expected to receive a reasonable return for the investment.

The hearing was adjourned.
