Which of the following most accurately describes the problem?

GOVERNMENT consultations on the implementation of the EEC tachograph regulations are to start soon, Transport Minister Norman Fowler told the House of Commons.

Following consultations, the necessary regulations will be laid before Parliament to give effect to whatever transitional agreement may be reached.

In a written Parliamentary answer, Mr Fowler said that in the light of the recent judgement of the European Court, which was accepted by the previous Government, he would begin consulting with both sides of industry and the European Commission about the necessary steps to implement the law.

It was more than three months ago that the European Court of Justice found that the UK was in breach of its obligations under the Treaty of Rome in not implementing the EEC tachograph regulations.

A month later, the then Secretary of State for Transport, William Rodgers, announced that the Government accepted this judgement but consultations to reach agreement on a programme of implementation were interrupted by the General Election.
