Which of the following most accurately describes the problem?

• Buses in the highlands and islands of Scotland are a complete integrated transport service playing an important part in community life. This is a point made in a discussion paper prepared by the Highlands and Islands Development Board and published last week.

The HIDB pledges itself to continuing and developing its support to Scottish local authorities wishing to aid public transport under Section 34 of the 1968 Transport Act.

Speaking of postal services the report says that post vans and local authority subsidized buses should not compete but attempt to co-operate to support a single vehicle. The Board says that it has urged the Department of the Environment to reconsider any legislation it may be preparing which would reduce the amount of control on small operators.
