Which of the following most accurately describes the problem?

A "COMPLETE misunderstanding" led to an appearance before the Transport Tribunal for Mr John Buckingham last week.

He had applied for an operator's licence for nine vehicles and six trailers but was offered a licence for five vehicles only with the proviso that the Western LA must hear from him accepting the offer within 14 days.

Mr Buckingham did not reply, thinking he had been granted his licence for five vehicles. Neither did he attend a public inquiry into the application.

Chairman of the Tribunal, Mr G. G. Squibb, told Mr Buckingham: "The LA had no alternative but to refuse the application."

Mr Squibb referred the application back to the LA for consideration as a fresh application. "If the LA feels able to offer a limited licence then that is up to him," said Mr Squibb.
