Which of the following most accurately describes the problem?

• The Perkins Engines Group is to supply 1300 vehicle diesel engines to Russia. The engines are the Perkins 4.236 and will be installed in the commercial-type Gaz 53A truck at the truck factory at Gorky, east of Moscow. This is believed to be the largest single order for vehicle diesel engines ever received in Britain from Russia, although over the past four years Perkins has supplied about 500 units for both the Gaz 53A and the Zil 130. Half of these—those for the Zil truck—have been the larger Perkins 6.354, and all of them are now in service in various export markets of the Soviet Union.
