Spanish company FOCSA as been referred to the Office Fair Trading by Brighton ;trough Council which claims : put in a loss-leader bid for a treet cleaning contract.
Council leader Steve Bassam ays: "I am extremely unhappy bout the way in which multiational companies such as 'OCSA can make unrealistic )ss-leader bids for council serices as a means of getting a 3othold in a particular local uthority sector."
FOCSA won the street leaning contract last October fter submitting a bid 2700,000 nver than the council's inouse bid.
