Which of the following most accurately describes the problem?

'static' says FTA

HAULAGE RATES were "very static" in the last quarter of 1983, according to the Freight Transport Association's costs and rates survey. increases which were granted averaged 2 to 3 per cent.

But during 1983 the majority of haulage rates, about 60 per cent, went up roughly in line with operating costs, FTA says.

Martin Downer, who runs the survey, told CM this week that the average cost of a 20-tonne consignment was £5 a tonne plus 2.5 pence per mile per tonne. The spread of rates quoted within the survey was plus or minus 20 per cent, if anything a greater spread than two years ago, Mr Downer said.

The FTA survey used rates charged by members for regular traffic flows. They were less accurate for the pure spot haulage market, where market forces changed from week to week, he said.
