Which of the following most accurately describes the problem?

FULL DEPARTMENT of Transport approval has been given to Western National for the conversion of a Bristol BELL single-decker to carry disabled passengers.

The conversion work was carried out at the company's Plymouth workshops, and the bus is designed to carry 27 passengers, some in wheelchairs, others in coach seats at the rear, and others on seats at the front.

Wheelchairs are secured to the floor by special quick-release clamps, and Britax seat belts have been fitted to hold passengers in the seats. The coach seats have head restraints, all bulkheads have been padded, and there are additional handrails and straps.
