Which of the following most accurately describes the problem?

THE ROAD HAULAGE Association has warned that time is "running out" for the haulage industry unless the Treasury introduces a fuel duty rebate.

RHA chief executive Roger King urged the government to take urgent action as new Office of National Statistics figures reveal that the recent massive rise in the cost of fuel has helped push inflation to a record 2.3%.

"Perhaps the Chancellor will begin to take notice of our cry for help now that his own inflationary targets are being exceeded on a month-by-month basis," says King. "We commended Gordon Brown for postponing his expected fuel duty increase to give us some breathing space, but we are now running dangerously short of oxygen."

King concludes that if the government fails to act the UK haulage industry risks being taken over by foreign competition.
