Which of the following most accurately describes the problem?

traffic commissioner (TC) Kevin Rooney has warned hauliers they must be honest about their financial history.

At a public inquiry in Leeds, the TC was told how Mexborough-based waste management firm Betapack Compliance Scheme stated in a licence application in August 2012 (for four vehicles and eight trailers), that the previous entity of the business, Grove Environmental (Recycling), was not in financial difficulty despite it experiencing financial issues. A new licence was granted, but Grove entered liquidation shortly afterwards. Staff working for the TC discov ered the liquidation after re-examining the firm's profile at Companies House, but both firms failed to notify the TC about the liquidation.

Rooney concluded that director and transport manager Vicky Brown had acted with integrity during the liquidation but told operators to be honest about information provided in an application, including any previous convictions, transport manager arrangements and financial history.

He revoked the 0-licence held by Grove Environmental (Recycling) and ordered Betapack to have a yearly audit of its compliance systems.
