Which of the following most accurately describes the problem?

TALKS between South Yorkshire PTE and the National Bus Company had opened on the basis that Yorkshire Traction would continue in being as a member of the NBC, working within the pattern of bus services in South Yorkshire to be provided both by the PTE and the NBC. This is what Mr D. G. Rawlinson, director of the eastern region of the NBC, told Yorkshire Traction staff when he presented long-service awards last week.

Mr Rawlinson also referred to the general position of county councils with regard to the provision of grants for the maintenance of unremunerative services. He said that because of the internal financial problems within county councils, many would have difficulty in meeting the claims put forward by bus companies, even though the claims were based on sound financial appraisals.
