Which of the following most accurately describes the problem?

THE whole structure of the future .1 legislation dealint with the denationalization of road transport was "considerably advanced," said Mr. Churchill, in the House of Commons. on Monday. A White Paper setting out the Government's intentions was being prepared.

• He announced that there would he a full-scale debate in the House of Commons next Monday on the question of transport fares. He was not sure whether the White Paper should be included in the debate, but the Government would do its utmost to inform the House fully on the matter.

Replying to Mr. Jay, who asked if it was the Government's policy to subsidize the British Transport Commission, Mr. Churchill said that the larger question whether rail services should be subsidized overlooked the fact that for the first three or four years they had been subsidized by accumulating a deficit. Although that deficit was presented only as a matter of bookkeeping, it was a part of the national finances.
