Which of the following most accurately describes the problem?

EASTERN TRAFFIC commissioner (TO) Richard Turfitt has warned operators in the scrap metal and motor salvage trade about the importance of recordkeeping, as new regulations come into force for both industries. The new regulations, introduced under the Scrap Metal Dealers Act 2013, mean businesses in England and Wales must now apply for a licence to trade.

DRIVERS OF foreign trucks who fail to pay the lorry road user charge due to come into force next year are to face a E300 fixed-penalty notice payable at the roadside, if Department for Transport (DIT) plans are implemented. A DfT consultation on the charge rate also deals with likely changes to the Vehicle Excise Duty weight bands and runs until 7 November.

SENIOR TO Beverley Bell has reminded operators there must be "absolute transparency" when it comes to who is running vehicles under a licence. Statutory guidance issued by the senior TO makes it dear that any business holding a licence must be the entity responsible for running the vehicles specified on the licence. THE HEALTH and Safety Executive has issued useful guidance on how to maintain portable electrical equipment safely. The guidance covers equipment that is connected to the fixed mains supply or a locally generated supply. hse.gov.uk/pubns/indg236. htm
