new' IVIroad-haulage scheme . which has been formulated by the Government, following consultation with the Road, Haulage (Operations) Advisory Committee. As many details as are available regaidieg this are embodied in our leading article.. We will, therefore, state here only that there will be a fleet of vehicles under continuous Government control operated by a Ministry organization covering the country, and which will act as a clearing house
for traffic. Alongside this organization will be one set up and managed by the industry to allocate traffic passed to it by the above, Finally there will be a series of " Defence Lines " to meet emei.gency conditions, consisting of vehicles which carriers and others will agree to place at the Minister's disposal at short notice,
