Which of the following most accurately describes the problem?

THE EUROVIGNETTE Directive has come under renewed fire for discouraging investment in Europe's road network.

The International Road Transport Union (IRU) has criticised the legislation for allowing member countries to add their own mark-ups to basic toll charges.

Last week, the European Parliament's Transport Committee voted for the extra costs, believing they will help shift goods to other modes of transport.

But the IA U has slammed the measures, warning they will add further pressure to operators' profit margins. Hubert Linssen, general delegate of the IRU Permanent Delegation to the EU, says: "It's outrageous that the Transport Committee failed to see that by penalising EU goods transport the EU conomy as a whole will suffer."

The Eurovignette applies to all vehicles above 3.5 tonnes throughout the EU.
