Which of the following most accurately describes the problem?

• The South Eastern LA, Maj-Gen A. F. J. Elmslie, took into account the conduct of Mr S. A. Fish while in partnership with his son as a demolition and haulage contractor when Mr Fish applied for a new licence on his own account at EastbourneonWednesoay.

The original firm, S. A. Fish and Son, of Henfield, had held a licence for 10 vehicles but had a bad maintenance record. Refusals had been made on three occasions to clear prohibition notices when the vehicles were resubmitted. Mr Fish said he had since sold the firm and wanted to start again as an owner-driver. The licence of S. A. Fish and Son was revoked and the LA said that the new owners of the business, who had acquired five of the original vehicles, would be operating illegally if they were in fact using them.

Mr Fish was granted the licence for one vehicle for six months only on his new application and was told that during those six months his vehicle would be examined and the result taken into account when he applied for renewal of his licence at the end of that time.
