Which of the following most accurately describes the problem?

Mr. Nathan Fine, who operates an old-established clearing house from headquarters at 276, Corn Exchange, Fennel Street, Manchester, advises us that he has opened an office at 7, Pier Street, Hull. This depot is being managed by Mr. Graham, who has had considerable experience in motor haulage. Mr. Fine also has an office at 132, Renfrew Street, Glasgow.

Glasgow Police Watching Steamers.

The Glasgow police are keeping a watchful eye on steam wagons, with a view to alleviating the smoke nuisance in the city. Last year an increased number of prosecutions on this account was taken against steam-wagon operators, as compared with past years.

The annual report of Glasgow Corporation's smoke inspector states that, in many cases, the use of unsuitable bituminous fuels was a contributory cause, whilst in the remainder it was the sole reason. It is pointed out that a leading steam-wagon manufacturer recommends the employment of goodquality gas coke. Some owners, however, successfully use smokeless fuels, whilst others burn a mixture of either of these with semi-anthracite fuel.
