A CONSULTATION document on secondary legislation to allow on-the-spot fines is due out next month, with the new rules expected to come into effect in 2008.
Karen Farr, who has been leading the graduated fixed penalty notice project for Vosa, says: "The Road Safety Act 2006 gave us the powers last year — now we just need the regulations to provide the detail."
The proposed scheme will allow UK drivers 28 days to pay; those without a fixed abode in the UK will be asked to pay a deposit.
If an offending driver is considered likely to abscond, his vehicle will be immobilised.
Vosa will keep a points tally to track repeat offenders; Farr says the powers of the Traffic Commissioner have been extended to allow them to cover penalty notices as well as convictions when considering vocational licences and operator's repute.
