Which of the following most accurately describes the problem?

• A self-commissioned study by Transport Development Group company Tuffnells Parcels Express shows that its Premium Express service probably provides the best non-guaranteed national parcels service in Britain, it says.

The report by independent management consultant Bernard Warner investigated Sheffield based Tuffnells, including its Priority One and Worldwide Express facilities.

While Premium Express falls neither into the guaranteed next-day nor general express parcels services categories, the report says that it provides a substantially better service than most other guaranteed services, and at rates much lower than those for guaranteed next day.

The report says: "Over the past 10 years, Tuffnells has grown from a single depot operation to a profitable company providing what is probably the best non-guaranteed national parcels service in Britain.

"With 75% of consignments delivered next day, and 95% delivered within 48 hours, Premium Express transit times are in a different class from general express parcels services.

"To our knowledge, none of the general parcels services either promote or provide transit times approaching the high quality of Premium Express:' it adds.
