Which of the following most accurately describes the problem?

• The Government has decided not to change the 1983 regulations on tyre tread depth, Junior Transport Minister Peter Buttomley has told MPs.

The decision was taken following a meeting in February which Bottomley held with the organisations most concerned to discuss the Government's consultation paper, including the national Tyre Distributors' Association. As a result of the information available and the opinions expressed in the meeting Bottomley says he has concluded that "the present regulations can be enforced without undue difficulty and that the changes proposed by the tyre industry and others will impose a substantial cost to road users without any significant benefit to road safety."
