Public Cleansing Conference at Edinburgh.

In response to the invitation of the Lord Provost and Corporation of Edinburgh, the Institute of Public Cleansing has decided to hold its annual eonference in that city from June 12-16 inclusive. An inspection and demonstration of the latest vehicles and appliances used in • connection with public cleansing will be held on June 15. The chief items in the programme are :—June 12, 7.30 p.m., civic reception by the Lord Provost ; June 13, 10 a.m., presidential address and paper on "Trade Refuse Problems," by Mr. G. Parker Morris, LL.B., Town Clerk of Westminster ; 2 p.m., visit to Forth Bridge and places of interest.

June 14, 10 a.m., papers on" The Influence of .Modeni Public Cleansing on Social Amenities," by A. L. Thomson, Inspector of Cleansing, Motherwell and Wishaw, and "The Edinburgh Public Cleansing Service." by Mr. Norman G. Wilson, B.Sc., Deputy Inspector of Lighting and Cleansing, Edinburgh; 2 p.m,, visit to Powderhsdl refuse disposal works, etc. ; 7 p.m., annual dinner at North British Station Hotel.

Juno 15, 10.30 a.m., inspection of public-cleansing vehicles and appliance, Waverley Market; 2 p.m., demonstration of vehicles, etc.; 2.30 p.m. ladies' visit to the Zoo.

June 16, 10 a.m., papers on "The Collection of House and Trade Refuse," by Mr. H. Ardent, Director of Public Cleansing, Blackpool, and "Some Scientific Notes on Controlled Tipping," by Mr. B. B. Series, Director of Public Cleansing, Manchester. The Economics of Direct and Contract Scavenging.

Pontardawe Council is advised to change the scavenging system for Alltygrug and Gocl'regraig from contract to direct labour, involving the purchase of light lorry costing £225.

Garage rent for the lorry is placed at £12 per annum, wages of driver and two assistants £458 per annum, and petrol, oil and maintenance at £100, the total cost to be about £800 per year. The contractor is paid £468 per annum, plus £65 per annum for cleans ing unclassified roads. In addition, the council has at present to pay two street scavengers £276 per annum. The contract cost is thus £809.

The committee thinks that if direct labour be successful in these two districts, it could then be extended.
