Which of the following most accurately describes the problem?

BECAUSE semi-trailers are not specifically identified on a licence, a haulier licensed to draw "a trailer" is entitled to haul customers' units even if these are not authorized under the same type of licence.

Advice to this effect was purported to have been given to Messrs. Collins' Transport. Battyefield, by the office of the Yorkshire Licensing Authority, Mr. J. H. .E. Randolph, Deputy Authority, was told at Leeds last week.

Collins applied to substitute a platform semi-trailer by one of the pantechnicon type for the carriage of jute, and to extend the radius up to which they could carry under B licence for John Cotton (Jute), Ltd., from 10 to 100 miles.

Mr. P. Kenny, for Collins, said that since January Collins' B-licensed articulated outfit had averaged earnings of £150 a month and their rigid vehicle £125-£140. Another articulated vehicle had been

placed under contract-A licence to Cotton.

Questioned by Mr. A. J. Balne, for the British Transport Commission, who objected, Mr. G. Collins agreed that he had made almost daily use of one or Cotton's pantechnicon semi-trailers with his own B-licensed tractor. He had made inquiries at the Authority's office and had been told that this was quite in order.

Mr. L. Woodhead, transport manager of Cotton, said thatthey operated 17 articulated pantechnicons. The applicants' semi-trailer was wanted for urgent orders to be met beyond the existing 10-mile radius specified on the B licence.

There was no reason, he told Mr. Randolph, why 'Collins should not be granted another contract vehicle,

The Authority granted the substitution but refused the extension of radius. Work beyond 10 miles, he said, could be done under contract.
