Which of the following most accurately describes the problem?

IMPROVED roads are said to be encouraging organised cattle rustling, which seems to be particularly serious in parts or Berkshire and Hampshire. Farmers in the Newbury area have offered rewards of up to £10,000 for information leading to the conviction of thieves.

This is, however, not an excuse for the Government to spend even less of motor taxation on roads.
