Which of the following most accurately describes the problem?

• On Wednesday the inauguration of the Cardiff Road Haulage Group Training Association was officially marked at a ceremony at the premises of Hills Transport Ltd, in Penarth Road. The group is a voluntary association of five companies, collectively employing 450 staff, to provide training at all levels. The companies involved are: S. Harfoot and Son Ltd, of Barry; Hills Transport (Cardiff) Ltd, of Cardiff; Hills Transport (London) Ltd, of Putney; T. J. E. Price (Cardiff) Ltd, of Cardiff; Coppins Motors Ltd, of Barry.

The group has obtained premises, special vehicles and equipment to undertake the training of heavy goods vehicle drivers initially, but the intention is to train management, clerical workers and maintenance staffs as well. This is the first such scheme to become operational in Cardiff.
