Brent John Savage of Lubenham, Market Harborough had applied for a new international 0-licence for one vehicle and trailer.

But Eastern Licensing Authority Brigadier Compton Boyd refused to grant the licence on the grounds of good repute. Before his conviction, Savage had financed several owner-drivers, one of whom was found smuggling cannabis. Savage, who protested his innocence throughout, was released in March last year.

Savage's crime was "heinous", said Boyd. He had no doubt that Savage had taken steps to re-establish his good repute. Insufficient time had passed for Savage to regain this, but it might happen sooner rather than later, said Boyd.
