Which of the following most accurately describes the problem?

AN application by Backs Coaches (Witney) Ltd. to operate period excursions from Witney to Brighton on Saturdays during July and August was granted by the East Midland Traffic Commissioners last week.

The company had applied for a variation to its excursion and tours' licence, enabling it to operate to Brighton. and also operate feeder services into Witney.

Objectors were Associated Motorways Ltd., Southdown Motor Services Ltd., Thames Valley Traction Co. Ltd. and the City of Oxford Motor Services Ltd.

Chairman of the Commissioners. Mr.

C. R. Hodgson, said that a -similar application was refused in March last year when British Railways were among the objectors and were operating throughtrains. The applicant's case was now stronger, he said, because British Railways were no longer objecting.

Mr. J. R. C. Samuel-Gibbon, for three of the objecting companies, said that last year the applicant made great play of the fact that Associated Motorways put a stop on some services in 1962, but this did not occur last year and he submitted that the objectors' case was now much stronger.
