THE TIME has come to end the 14 year experiment with London Transport, Transport Secretary Nicholas Ridley said in defence of plans to take London Transport away from being controlled by the Greater London Council.

Despite all the best intentions, LT was neither integrated, efficient nor economic, as it was supposed to be. "Bus costs have soared in real terms," he said during the reading of the London Regional Transport Bill.

The Bill would give London Regional Transport the opportunity to contract other operators to provide low capacity services in outlying areas or in times on low demand where the use of LRT's own buses would be inappropriate, while there was also power to licence independent operators in London.

Mr Ridley pledged the Bill would result in Londoners getting the most convenient, attractive and efficient transport possible.
