Which of the following most accurately describes the problem?

UNITED Road Transport Union general secretary Jackson Moore has condemned unofficial strike action by 1,500 bread delivery drivers in London as "completely against union policy".

Mr Moore told CM this week that URTU policy was that drivers should not supply bread to any outlets which were attempting to cut more than 4p off the retail price before January 4.

"The action that has been taken by the 26 London branches has come about because the men feel so strongly about the issue." He said the protest is against a decision by Prices Secretary Roy Hattersley to abolish the 22.5 per cent maximum discount on bread.

Mr Hattersley has warned the drivers that "precipitate action can do nothing but harm to the industry and the customer upon whom ultimately it depends for its livelihood".

The men fear that the abolition of the maximum discount will mean fewer jobs in the industry as costs continue to rise and discounts are forced up by large customers.
