Which of the following most accurately describes the problem?

AN agency agreement between Blackburn Borough Transport, Ribble Motor Services and Lancashire County Council to reduce fares on Ribble routes to Blackburn should be introduced in January.

The scheme has been prepared and accepted, and only needs final agreement on the services to be affected before it is implemented.

Preparation of a similar scheme affecting Hyndburn Borough Transport is also well advanced and Lancashire County Council hopes it will be introduced early next year.

Under the agreements, fares within the Boroughs will be on the same scale whether buses are operated by Ribble or by the Borough Transport departments.

This will usually mean a reduction of Ribble fares to the same level as the Borough fares. Ribble will be compensated from Central Government, the Lancashire County Council and the Borough Council.

A similar scheme affecting Burnley and Pendle transport was introduced in August.
