Which of the following most accurately describes the problem?

• The Government's green paper Resolving Employment Rights Disputes: Options for Reform proposes to streamline tribunals by reducing delays and improving standards. The proposed measures are in two categories: the voluntary settlement of disputes ,and tightening up of procedures. If these proposals are enacted employees will have to approach their employers for a voluntary settlement before they can take a case to tribunal. Also, employees could be left to foot the bill for the tribunal's costs.
