Which of the following most accurately describes the problem?

• Drivers and conductors employed by East Yorkshire Motor Services Ltd held a meeting last week aimed at formulating plans to cope with late night violence on buses, and decided to press for a direct telephone line from the Hull coach station to the police, audible alarms in their buses and for the company to prosecute anyone assaulting busmen. Commenting on the matter a police official in Hull said if the bus company was prepared to pay for a direct line to the police station they would "treat it sympathetically".

A spokesman for East Yorkshire said the company was prepared to study the proposals in detail.
