• The Freight Transport Association has raised concerns over the number of parking fines issued to commercial vehicle operators in London, which it claims are costing the transport industry over 140m a year.

Newly-released figures for 2001-2002 show the total number of tickets issued was in excess of 4.6 million, nearly 500,000 more than the previous year.

FTA says that goods vehicles are issued a disproportionately high number of these tickets when delivering essential goods and services into London, but operators have little choice other than to comply with the delivery times and places stipulated by their customers.

FTA regional policy manager Ken Costello says the regime is costing the industry money it can ill afford to lose, given the fact that the UK's transport sector is already paying the highest levels of taxation in Europe. "Commercial vehicles should not receive parking fines, especially given the lack of adequate loading and unloading bays, and the increasing roll out of bus lanes exacerbating the situation.

"More flexibility is needed in order to allow operators to deliver their goods and services in London without suffering excessive—and often unnecessary—penalties."

Wandsworth-based Young's Brewery receives about two parking fines a week, says transport and distribution manager Bob Ball: "This has become a revenue-grovving operation."

A spokesman for Westminster City Council says it seeks to enforce parking regulations as without them, there would be chaos, as entrances would be blocked and emergency vehicles would be unable respond rapidly to calls. However, it admits that some tickets are issued incorrectly: 'We have recently changed our parking operator. it aims to improve customer service and eradicate this," he adds.
