Which of the following most accurately describes the problem?

• A lorry driver who earned a pittance for moving cannabis for a drugs gang has been jailed for three-and-a-half years. Peter Rownes, a 42-year-old family man, was "desperate for money" and "recklessly took the decision to make a fast buck", said Michael Duck, defending. He was a small cog in a big wheel who was "not far away from being the perfect fall-guy", Duck told Wolverhampton Crown Court. Last September Rownes was paid 2200 for transporting the drugs, with a street value of £3.5m, from the M25 to the Truckers Rest in West Bromwich. Police were watching the lorry park and arrested Rownes. Inside his vehicle they found 356 packages disguised as computer equipment which were packed with 345k9 of cannabis.

Rownes, of Banbury Drive, Wombourne, near Wolverhampton, admitted possessing cannabis with intent to supply and possessing a small amount of amphetamines.

Judge Desmond Perrett, QC, told Rownes: "You played a part in the distribution of cannabis on a massive scale. You clearly knew in the course of the expedition the nature and massive bulk of you consignment, but you carried through with it for the money which was paltry in comparison with the value of your load."
