Which of the following most accurately describes the problem?

LTHOUGH convicted a number of r times in the past few years for offences concerning the condition of the company's vehicles, L. M. and j. S. Stamps, of Kidderminster, were granted the renewal of a four-vehicle Contract A licence with Auston Brothers (Kidderminster) Ltd., coal .factors, for one year-. at Birmingham last week.

The West Midland Licensing Authority, Mr. J. Else, told one partner, Mr. J. Stamps, that the renewal of the licence was in question because he was concerned about inadequate arrangements for maintenance of vehicles. A report from an enforcement officer who visited Stamps in February said the premises consisted of a field covered with junk. However, when he made a further visit last month, there seemed to have been some improvement.

Giving evidence, Mr. Stamps said there were nine vehicles on licence. In the past year £2,319 had been spent with an outside garage on maintenance and £1,456 on spare parts.

He was now employing a full-time mechanic and persoaally tested all the vehicles, he said. In addition, plans had been prepared for submission to the local council for a maintenance workshop.
