Which of the following most accurately describes the problem?

WORK is to start soon on improving a " section of the Exeter-Leeds trunk road (A38) between Beare Cottages and a point north-east of Beare, Broadclyst, Devon. Devon County Council has been authorized by the Minister of Transport to accept a £103,442 tender for the work, which will take about 12 months to complete.

This section of road—part of the main holiday route to Devon and Cornwall from the Midlands—is narrow and badly aligned. A threequarter-mile section is to be widened and realigned to provide a 33 ft.-wide carriageway and a 5 ft. footpath.
