Which of the following most accurately describes the problem?

HAULAGE and own-account drivers in Liverpool are being advised to take part in the Trades Union Congress transport day of action on November 8.

The Transport and General Workers' Union's Liverpool area is recommending that the 6,500 drivers in its area strike for 24 hours in accordance with the decision to support the health service workers. At the time of closing for press, this was one of the few areas to commit itself to any action, with several others having no plans arranged until after the TGWU head office in London issues instructions or advice.

Generally, it appears that drivers will be advised or encouraged to strike, either for a full day or for part of a day, but it is unlikely that there will be any absolute instruction for this to take place.

A spokesman for Liverpool's hauliers said on Tuesday that drivers appeared likely to support the strike call, but he detected little enthusiasm on the part of the drivers.

Ferries may also be affected, as the National Union of Seamen is joining the action.
