Which of the following most accurately describes the problem?

• Neil Kinnock has once again postponed his plans to triple motorway tolls in five EU countries after fierce opposition in Brussels. A coalition of hauliers, freight forwarders and EU states including France and Belgium are fighting the plans: detailed proposals are now not expected until the end of June. The price of a Eurodisc, which gives hauliers access to motorways in the Benelux, Germany and Denmark is currently 1,250Ecus (£975) for a year. Kinnock wants the increase to take into account all costs, including environmental damage.
