Which of the following most accurately describes the problem?

• Mr. Marsh has approved the drafting of regulations which will exempt certain small goods vehicles from carriers' licensing and from the new system of operators' licensing.

Goods vehicles with unladen weights not exceeding 30cwt were exempted from carriers' licensing when the Transport Act became law last October. The Act also exempts vehicles not exceeding 31 tons plated weight from operators' licensing. There are, however, a number of vehicles which are more than 30cwt unladen weight, but have plated weights not exceeding 3+ tons. Some of these vehicles have Ministry plates and others have manufacturers' plates only.

To ensure that all vehicles with a plated weight of not more than 3+ tons will be exempted from both carriers' licensing and operators' licensing, the Ministry will be drafting Regulations to exempt all vehicles with a Ministry or manufacturers' plated weight of not more than 3+ tons, from carriers' licensing.

At the same time the Ministry are preparing regulations to make it an offence to exceed the weights shown on the manufacturers' plate on vehicles which have not yet been called up for plating by the Ministry.

There are a number of small vehicles over 30cwt unladen weight, which have neither Ministry nor manufacturers' plates. Special arrangements will be made by the Ministry to plate these vehicles out of turn, so that their operators can take advantage of the proposed exem ptions.
