Which of the following most accurately describes the problem?

I APPRECIATE that some hauliers are welcoming a Lorry Road User Charge that would see foreign trucks charged up to £9 per day (CM 16 June), but I can’t help but see this as more red tape for our industry and more administration.

There is a better way to tackle unfair competition between foreign and British companies. All accompanied HGV vehicles coming into and out of the country could have their mileages logged, and then they would be billed via their accounts with the ferry company or Eurostar for how many miles they have driven in the UK.

This would mean no expense for the government and no administration costs for UK hauliers: everyone’s a winner.
