Which of the following most accurately describes the problem?

By lain Sherriff THE Supreme Court of the US has ruled that railroads under their obligation as common carriers must open their piggyback services to road hauliers and water carriers.

In the US there is an increasing growth in piggybacking and the result of the court ruling will be to open terminals to road hauliers.

One of the judges expressed this view: "The Act does not contain any provision expressly exempting traffic offered by carriers by motor vehicle from these broad common carrier obligations of the railroad. Their obligations as common carriers is comprehensive and exceptions are not to be implied".
