Which of the following most accurately describes the problem?

SPECIAL European "Transcontainer" rates for international containers up to 40 ft. in length moving by rail between Le Havre and key rail centres in Italy and Switzerland, are now effective. The rates, which have been converted from gold francs into sterling and published by Thoresen Ferries, cover nine centres in Italy and 12 in Switzerland.

Under the new rates a 20 ft. container load from Le Havre costs £55 to Basle; £58 to Geneva; £84 to Milan and £117 to Rome.
