Which of the following most accurately describes the problem?

• The Department for Transport has announced there is to be a second woman Traffic Commissioner.

Joan Aitken has been appointed as the new TO for Scotland and will take up her post when the current incumbent, Senior TC Michael Betts, retires in March.

While its unclear whether she has any knowledge of road transport, there's no doubting her tribunal experience. Although she is currently Scottish Prisons Complaints Commissioner, she is a trained solicitor who has served as a part-time Chairman of the Employment Tribunals, the Disability Appeal Tribunals and Child Support Appeal Tribunals.

In 1979 she became the first woman to be admitted to the Society of Solicitors in the Supreme Courts of Scotland, and she is also a former editor of the Journal of the Law Society of Scotland.

Aitken was also the Scottish Labour Party candidate in the Scottish Parliament elections for the constituency of Inverness. East Nairn and Lochaber in 1999, but has ceased any political activity since losing the election.
