Which of the following most accurately describes the problem?

• The Road Haulage Wages Council, by publication of RH (91), proposes to block a loophole which exists (and has existed since RH (88)) in the provisions relating to guaranteed• minimum remuneration. The proposal is to include in paragraph 15 of RH (90), which became effective from today, January 23, the following sub-paragraph: (b) has not during that week been absent from work without the consent of his employer for any day on which he was required to work for that employer.

By this means it is intended to ensure that a driver, having accumulated the 40 hours required to qualify for a £.16 a week wage, does not take it upon himself to "knock off' without making sure that his employer has any further work for him in that week.
