Which of the following most accurately describes the problem?

• A haulage contractor, Mr. Sidney King, of Leeds Road, Hull, failed in the High Court on January 16 in an appeal against the Housing Minister's confirmation of a compulsory purchase order in respect of his garage, workshop and yard in Dalton Street, Hull. Hull corporation, which made the compulsory purchase order, needs the land for industrial redevelopment, and Mr. King in a sworn statement said it would be a serious loss for him if he could not find suitable alternative accommodation within a reasonable distance for his major customer.

The judge said he and the corporation accepted that the order would cause difficulty and possibly hardship to Mr. King, but there were no grounds for quashing it and the appeal was dismissed with costs.
