Which of the following most accurately describes the problem?

II Bus crews and passengers in Croydon are being terrorised by "steaming" gangs who surround and rob single upperdeck passengers.

The number of reported incidents on Croydon routes 68 and 119 rose to an average of three a day last week, The problem is not however restricted to the London area. For example, 23 bus routes around Dublin have stopped running late at night because of vandalism and violence.

Dublin Bus has backed the union's refusal to work the late shift and has called on the police to give crews adequate protection.

"Everyone should have the right to feel safe at work and it is intolerable that not everyone does," said Employment Minister Patrick Nicholls at the first local authorities' national conference discussing violence against staff.
