• The Association of London Transport Officers has produced a model specification for local authorities placing vehicle maintenance out to tender.

The 1988 Local Government Act requiring compulsory competitive tendering present a major challenge to transport managers in local government. More than 300 councils in England and Wales spend a total of £1 billion a year on transport.

"If local authorities make a mistake in their contact specification, the effect could be costly to the ratepayers," says ALTO secretary Philip Keymer.

The ALTO specification is designed to guide transport managers through the minefield of tendering in time for the 1 April deadline laid down by the Act.
