• There were surprised cries in the Commons when Mr. John Morris denied that the NFC would be able to stop quantity licences in areas where there were no railways, by putting forward objections. This suggestion had been made by Mr. Peter Walker, Shadow Minister of Transport, during a discussion on the issue of the licences.
Mr. Morris assured MPs that quantity licences would be issued where rail services could not compare with road in speed, reliability and cost. Later he said that the abnormal loads tax would still apply where rail services were non-existent.
