• 0-licence discs in truck windscreens could be phased out following the computerisation of the Traffic Area Offices. The Freight Transport Association argues that the discs will become obsolete once the TAO computer system, TAN 21, comes on line in October.

Hauliers will simply ring the TAO to have new trucks added to their 0-licences; the details will be entered into the system, which can be checked via laptop computers at roadside checks.

''The TAN21 system will effectively end the need for discs," says FTA policy director James Hookham. "Once the computer system is up and running it will work in the same way as the police national computer. Vehicle Inspectorate staff or a policeman will simply tap in the truck's index number and they will have instant access to the 0-licence details. The disc just replicates that information and in many cases is probably out of date."

A decision to remove the discs will not be taken lightly, however. Senior Traffic Commissioner Michael Betts is known to favour some sort of sign in the cab denoting that a licence is held.
