Which of the following most accurately describes the problem?

• Own account operator South Lancashire (Builders Merchants) Limited had its application for three additional vehicles refused and the duration of its existing licence cut so that it expires at the end of the year when it failed to attend disciplinary proceedings in Manchester.

Evidence was given by vehicle examiner Alan Singleton that the company held a one vehicle restricted licence. When he visited the company unannounced one vehicle was in the yard and a second vehicle arrived which had obviously been in service. He examined both vehicles and imposed immediate prohibitions on both, listing six defects on one and seven defects on the other.

Maintenance was carried out by a commercial garage but the six-weekly inspection period was not being adhered to. The inspection record showed in effect a 12-weekly period between inspections. The condition of the two vehicles was poor and either the inspection period was too long or the depth of the inspection was insufficient.

Prematurely terminating the licence so that it expires at the end of the year instead of in 1990 and refusing the variation application North Western deputy Licensing Authority Walter Birchall said that it was pretty obvious that the company's maintenance left a tremendous amount to be desired and it was unfortunate that the company was not present.
