Which of the following most accurately describes the problem?

THE FREIGHT Transport Association deserves 97 marks out of 100 for its comprehensil survey of town-centre traffic restrictions. I have deducted three marks for three good photographs which are, I am sure, intended to illustrate something, but what? As therE are no captions I shall never know.

The report, covering pedestrian precincts in 163 to centres, stressed the vital need in the interests of the shopper for whose benefit vehicles are excluded, for sensible access times for deliveries. The simpl message is: No deliveries, no goods, no shoppers, no shops social decay.

As the survey shows, give a take all round and a modicum common sense on the part of local authorities can secure th greatest good for the greatest number. As in many things, if most elusive quality is probab common sense.
